Can you recommend anyone to help load Windows 7 to replace Vista?

I recommend you get a new computer. Vista and Windows 7 are both antiques.

I would strongly suggest you go with Windows 10, if I recall correctly, Windows 7 will lose update support shortly, and then you are stuck with an orphan operating system, with no updates.

Windows 7 support will not end until January 14, 2020.

I am sorry, I guess I was misinformed. I was using Windows 7, and I was sure that I got a notice from Microsoft that support was ending the end of 2016. Sorry for the confusion.

From PC magazine: "Mainstream support mainly refers to free phone and online support, as well as non-security updates, which is offered for five years after the release of an OS or two years after its successor hits the market. Microsoft won't end security updates for your Windows 7 PC until Jan. 14, 2020."
So phone service is ending, but security updates will continue until 2020.

Default Load Windows 7

I just bought 2 new Dell business laptops from Dell with platter hard drives loaded with Windows 7. I detest Windows 10.
Full service for 3 years, onsite if necessary.

Check your Windows Update Settings. Microsoft messed up the update system for a lot of windows 7 computers while trying to force windows 10 on everyone.

Many people have windows update set to update when the user wants the updates instead of whenever microsoft feels like updating your computer.

To get updates working again set the updates back to full automatic updates, and restart your computer once in a while. If that still does not get you updates, remove some of the past more recent updates.

After the updates are working again, you can set the updates back to the convenient settings that you like.

Those troubleshooters often do not work for that problem. There are a number of microsoft troubleshooters for that problem, but they often don't fix that problem.
