New to the area and trying to understand. I'm being told that stucco has the color infused into the application and does not need painting. Is that the same as cement finish stucco which needs painting?

I've been here 4 years, and all the stucco I've seen has been the sand/cement mix which is painted after it dries. There are products out there which have the color included in the mix, but they are used on commercial/multi-family buildings. Color choice in these "synthetic stucco" applications is limited, and there have been some UV damage issues over the years.
