Default Western Vacation

My wife and I will be flying to Phoenix, AZ May 21 for a 22-day vacation. We will be using a rental car and plan to visit National parks (got our senior pass), State parks and military bases (we are retired Navy). We plan to visit in Arizona, New Mexico, Utah and perhaps Nevada.

We are searching for ways to keep the costs for food and lodging down but don't want to miss any "must see" sights. We plan to utilize space A lodging on military bases when we can, we used travel points for the tickets, and will use a cooler to store food and drinks from the commissary. Will also check for military discounted tickets on the bases.

Have any of you taken this kind of western vacation and if so, any recommendations for further reducing costs or "must see" sights in the states we will be visiting? We are hoping three weeks will be enough time.
