my husband wants to store the garden tools in an upright 6 ft. plastic storage cabinet behind the golf cart garage. We have a wall behind our home is this allowed?

If plastic garbage cans are allowed, your small plastic cabinet is ok. Read your deed restrictions, if needs to spell out concisely what is and what is not permissible.

Why don't you consider a nice storage bench the can be kept on your lanai or patio? You will have your extra storage plus a nice seating area.
