That's fine. But why do owners allow their dogs onto other people's yards and grass?? They're walking in either the street or on the sidewalk, so why allow the dog into somebody's yard? Why not keep it on the pavement or sidewalk? If the dog "needs" grass to eliminate on, then owners should use their own yard.

The first thing that needs to be stopped is the retractable leash released to whatever length the dog desires. Control the dog and keep it close, not extended to yards.
