Baloney! If you keep the dog on the sidewalk or pavement and the dog has to go, sooner or later they'll unload.

And if they don't unload while out on the walk and kept on the sidewalk/street, they can do it when they get home, on your own property or in your house or garage.

Who's in charge? The owner or the dog??
