It's not a difficult concept. 99% of the dog owners "curb" their dogs. 99% carry dog bags. It's not an issue. There are just a few who would rather not see dogs in their neighborhood.

In my neighborhood, it has never been an issue. We have a lot of dog walkers. The dogs might have an accident and it is always promptly picked up.

When the temps are in the 90's, the dogs can NOT walk on the pavement, and weather you like it or not, they will inch on to the lawn directly next to the street to keep their pads from the hot pavement. Take my picture, have me arrested, make me a "breaking news".....I could care less. And if my dog has an accident, I will promptly pick it up.
