I don't know how you've arrived at the clear conclusion that the majority of dog owners think it is OK for their dog to walk on anyone's property.
Most of us have invisible fencing or take our dogs to dog parks. We do both.
Most dog owners are very respectful of private property.
Of course there are a few inconsiderate dog walkers, but it's rare.
Just like there are a few litterbugs that leave their butts on golf courses.
It bugs me that litterbugs can demean our beautiful golf courses, but really, it's not worth thinking about.
Dogs need exercise and they go for walks.
In some places there are no sidewalks.
If golf carts come along the road, a dog walker may need to step on your property to get out of the way.
Also, when it is very hot, someone may walk on the easement at the front of your property so that their dog's paws don't get burned.
I doubt that merits a fine of $100.
