John Rohan did a wonderful presentation about how our CDDs work, including the history of the development of The Villages, which he has now been with for 22 years. John Rohan also mentioned that Fruitland Park will be Community Development District 11, so they will also have a bond.

What am I not understanding?
What does Community Development District 10 have to do with not having a bond? How can Fruitland Park have a bond all of a sudden, when up to this point (before TV started builting there), they never have permitted a bond?
