I do not remember the Hough riots. That was during the civil rights struggles of the USA in which many terrible events happened.

The current civil unrest in Baltimore could have been prevented by immediate response of the police taking responsibility for the death of Freddie Gray. His spine was severed during the arrest time and when he arrived at a hospital. That is fact. Instead, the police stonewalled the situation and the community thought the same thing as what happened in Ferguson and Sanford would happen in Charm City.

Not to advocate the destruction as being what to do, one can certainly understand the feelings of the community.
