IF your handy (mechanical background?) I would Clean, inspect, and adjust them first. My Club car was make similar noise. After I cleaned them up and adjusted the right side (it was too tight) they worked like new. the pads, rims, springs were just dirty from all the brake dust which builds up over time. Frank7 I take it 99 bucks if just for pad replacement providing the hubs are good?
