The building was not built to be a church. It was designed, along with the rest of the buildings in Spanish Springs, to create the impression of an old Spanish settlement which always had a "Church on the Square". While it hosted religious services by a various groups, it also functioned as a concert hall and meeting place, among other things. This was never a consecrated church.
The crucifix is an architectural adornment. Nothing more. Nothing less.
