try scanning your cable inside your house if you have a newer TV with a digital tuner they are all there
It is not stealing the channels are free from the broadcasters and the cable company can't charge for them, but when you buy your other packages they are there for the customer, very rarely do they disconnect them and if you have internet from cable provider then you have them there. they do not put filters on the cables to eliminate them if you don't get TV service
