There is absolutely no way anyone has to complain about anyone else.
Most people take a "live and let live" attitude.
The process is there for people to address a property which they feel is garish and unacceptable.
However most of us will never use the complaint process, and that is the way it should be.
I pretty much agree.I've never turned in my neighbors for anything mainly because I'm busy living my own life, I don't memorize regulations and codes, and I'm not consumed with my neighbors' business. No one issued me orders and binoculars.
