Well. I think that have been a little rough way of putting it but it could happen. Under an non anonymous system if Tormented Tom from district nine confronted Happy Harry in district two about his pink flamingos and garden gnome I'm thinking the result will be Tormented Tom making an unexpected trip to the hospital emergency room. Tormented Tom will really have no grounds to press charges.
