Why would you do that? Him having prior convictions does not preclude him from driving a golf cart.
Don't make a fool out of yourself trying to be Magnum PI. It will only make the police take you less seriously.
And for God's sake, don't video him and call the police.
If it's bothering you that much, call the police and let them know it's going on. They may make the beat officer aware of it, but they're not going to stake out his house waiting for him to appear.
