One of my best friends in junior high had a drunk for a father. He didn't consider himself an alcoholic since he only drank beer, but he drank it every night until he passed out. He'd chug the beer and the next one would be opened before the last was put down. Three six packs an hour really was possible for him. He ultimately died in a car accident. Sadly, so did the family of four he plowed into. So did my friend riding with her father.
Alcoholism is ugly. You can't help a drunk until they are ready for the help. The best you can do is try to protect yourself and society. I've more than once called 911 when I've seen someone driving erratically. I've given my name, the make of the vehicle, the location and the license number.
The OP made the mistake of asking for advice here. As has been said, the best recourse is to call the Sheriff's Department. Since the Sheriff does have a policy of pulling over golf carts at the squares, I would probably go to the square when my neighbor is there and give the LEO on duty a head's up about this guy.
