Handicap placards aren't only related to walking. They are also issued for people with Lung and heart issues which lead to stamina issues. My MIL is 90, looks and walks well but, if she has to walk more than 50 feet she needs to stop and rest. Outwardly, no symptoms, inside lots of issues. There was a national story about a woman that put a nasty note on a lady's car because she was parked in a handicapped spot and took a video of the woman walking into the store. As it turned out, the woman was a double amputee and actually took the lady's note as a compliment since it was a testament to her recovery. For those of us that are healthy, we should be grateful, since none of us are doctors we should refrain from providing diagnosis of the medical conditions that we know nothing about.
