Since he isn't a very nice person, it may be difficult to speak with the neighbor concerning the drinking and driving. Does the neighbor live with anyone? If so, have you tried talking to them?
I'm the first one to say live and let live, but in this case other people's safety would be a concern. If speaking to the neighbor or someone that lives with them is not an option, please contact the local police. At that point, in my opinion, you have done all you can do to protect the innocent and you will need to hope for the best.
