You should be able to do this with out a disc. When you start the computer, you should get an old style DOS type screen with several options, things like repair, safe mode, normal, etc. Choose a suitable mode and press enter, this could take a while, so be patient.
As a side note, PC no longer come with startup discs. There is a procedure to make one for your computer from the hidden partition on your C drive. However, you will need to have the computer up and running to do this.
If you do not get the above mentioned screen, I suggest one of the computer stores, or local computer gurus.
