I also find it odd that they are starting at the furthest point out and building inward. I would think that it would be easier to sell homes that are close to anything. I wouldn't want to live where there is mile of undeveloped dirt between myself and the next house.

A wise buyer in this area will check a flood plain map, lots of low lying areas subject to flooding. Right now they are building in the hills, further to the west it gets a little wet.
