The senate actually passed a comprehensive immigration bill back in 2012, that enjoyed huge bi-partisan support, but Speaker Boehner would never allow this bill to come to the floor for a vote, where it would have passed overwhelmingly. That bill died when that congress ended.
So you see, it was one political party that killed immigration reform in 2012.

I actually had looked at the wrong one. However, yesterday, the Appeals Court majority judges were both Republicans. Smith appointed by Reagan and Elrod by GW Bush. Same case outcome, both Republican appointees.
