There was not a majority of Republicans supporting the bill. Typically, bills are not brought up for vote without a majority of the majority party in favor of the bill. That is the way the House works. You might want to do a little homework in the future. The members of the House, by and large, reflect the views of their constituents.

You might want to check on how much legislation Reid suppressed in the Senate.
