Can I be cited for having an unregistered vehicle since the fact that my cart was going 24 downhill demonstrates that it is capable of going over 20 mph?
I have never found an answer to this question. Many of the old Club Carts are series carts which roll freely. Common sense says you should not be cited, but if radar is setup at the bottom of a hill, my opinion will not matter... a inexpensive speedometer will save that confusion.
