Again, as far as I know there are no speed limits for golf carts.
If I have a cart set up to go a maximum of 18 mph on level ground with no wind and I am driving on a steep downhill and the cart gets up to 24 mph, can I be cited for exceeding the speed limit which doesn't exist? Can I be cited for having an unregistered vehicle since the fact that my cart was going 24 downhill demonstrates that it is capable of going over 20 mph?
Whoever wrote these laws was either not thinking or intentionally made them so nebulous that the police can cite you for almost anything.

My golly, Doc! Doesn't your cart have brakes to keep it from exceeding 20mph on the downhill or anywhere else?
Do you coast down West Boone or St. Andrews or Mark in your car without applying the brakes?
