I have problem with your math 21 vs. 20, 1 mph over. 35 vs 40, 5 mph over. Big strength. I would think Officer would allow for Calibration of equipment (both the radar devise and the Speedometer on Governed Golf cart set at 20 MPH) before he would write ticket 1 MPH over the speed limit. No comparison 35 vs 40. Bad Comparison IMO.

My golf cart is governed at 20 MPH and has speedometer. depending on the ground level, un-level, or the wind the speed varies between 19.4 MPH to 20.4 MPH. I get passed maybe 20 present of the time.
