Everyone signed on the Covenants when they moved to The Villages. In-home businesses were part of those restrictions. The "problem" is that an in-home business is against the rules you agreed to obey!

Yes, I would report an in-home business just as I would report a grandchild living full time in The Villages. Rules were agreed upon so live up to them or pay the price.
