Yes; technically speaking. It is much more common than you may realize. A good example is the situation whereby the grandparents drive their illegal golf cart over 20 mph with their grand kids with no seat belts. Or worse, they let their 10 year old drive the cart. Or the oldster that finally bought his Corvette and every once in awhile opens it up even though his/her reflexes are diminished.
