This is spot on. The courses were also built with very little soil base. When you try to grow grass on a primarily sandy base you accomplish 2 things. Costs very little to build, and grass will not root sufficently to give good course conditions. For years we have heard the water story ~ too much / too little. It does make a difference but the general course construction is the problem.
