Wet Foot - Dry Foot
Although they represent a small fraction of immigrants in the US, there are Cubans who flee Cuba by water and hope to land in the US.
Cuban and American policy is that if the Cubans make it to the US shores, they can stay. If picked up at sea, they are returned to Cuba. I do not know what happens to them if they are returned but some try over and over.
Haitians are not in that category and get sent elsewhere if caught.
If the US and Cuba do normalize relations, this policy will certainly go away.
The question is: Should the "wet foot, dry foot" end now or should it continue?
There is a legal way for Cubans to come to America. Do we want to keep a way available other than established immigration methods or continue with the way for "escapees" to come and risk their lives through the dangerous Straits of Florida?
