I don't think the actual concept for it is "it's a waste of real estate", but rather that there is seemingly endless
demand by buyers to "live like millionaires" as the Morse family does....in that particular section of TV.
They're not so dumb as to risk building like that without buyers chomping at the bit to buy at that level.
