The writer is basically stating that Roof is just evil personified. I read this as though he is Satan's helper walking around on Earth. I am not going to go into religious beliefs.
Why wasn't this young man committed to a psych hospital when he told friends he was going to shoot up a campus and told others of his extreme hatetred of blacks? Because they didn't tell anyone!
IF any of us knows of such a person-and I hope we don't- please tell the authorities of what they said. Drop a dime on them immediately if you have reason to think they are serious!

THIS, to me, the writer is "basically saying" very clearly....
"As a nation, when these things happen, we never have the conversation about real evil. We also never have the conversation about mental health. For that matter, we don’t have honest conversations about why some kid in Minnesota or Alabama would want to go join ISIS and kill their fellow citizens or why some kid would want to join neo-nazis or a gang.
Instead, we descend into partisan conversations where everything is political and neither side can concede or acknowledge the other’s points. Everyone and everything gets blamed while ignoring the actual person who killed"
He also used the current situation as a lead in, and not the subject of his theory.
BUT some play right into what he was saying !
