How can 90 days be set as a one-size-fits-all outcome determination? What impact is there for the patient if they are not as-good-as-new within that 90 days? Why does the govt believe they know more than my Doctor?

As a retired health care professional I can tell you that those are the questions to ask. Too much interference with the patient physician relationship. The government is the last organization I want making decisions of any sort for me, and most especially healthcare decisions. The Feds are unable to provide adequate care for our veterans - why should their decisions be any better on our behalf.
Sorry for the rant but I've watched as an insider for 50 years as our government has experimented on us, and in the process just about destroyed the best healthcare in the world.
