Tiger and all the pro's are what are called a scratch golfer. That means there handi cap is zero. However most of them on a normal IE villages golf course would shoot well below par on most days.

When a tournament is played the golf course is set up as hard as it can possibly be set up. The tee boxes are as far back as they will go, the pins are set for the hardest place on the green, the rough is allowed to grow as high as possible, and the rough is brought into the fairway so the landing zones are as narrow as possible, and the greens are mowed so they are as fast as possible. And yet most tournament winners still shoot well below par.

I played Pebble Beach about 2 weeks before a tournament was scheduled there and even though I played from the white tee's, it was a very humbling experience. I have also played there many other times and done quite well. But on that day, the rough was very deep, the fairways extremely narrow and the greens were very fast. Whole different golf course.
