Google the story and you will find the person is 28 year old Christopher A. Reed of Lancaster, Ohio. He stated in a phone interview that he never was in the military. He was convicted of this same type of offense in 2013. It is a 4th degree misdemeanor. He says he is a gun enthusiast. Probably a very decent guy but not retired military, law enforcement, or Special Service. I would compliment him for wanting to help but to leave it to professionals.
