I think what you are missing is the mindset of many CCW citizens. The whole idea of being responsible for your safety and protection includes being proficient in the use of your firearm, and being aware of your surroundings, among other things. The example you give is consistent with people who assume/expect the government to provide protection for them and their loved ones, or who play the numbers game thinking this will never happen to them...until it does. In this particular case, as in most, the government shows up to do the paperwork. If you are willing to offload your responsibility for your own safety to the government, be my guest. Don't buy house insurance either. After all, what how many times has your house burned to the ground?
