Unless you are 100% sure, do nothing. You confront them and if they are already dishonest, they will lie about it and then you have doubt, if you tell management and you are wrong, an innocent person gets fired. So based on the way you worded your post, you have a reasonable doubt. So do nothing. Maybe watch closer next time until you are 100% sure.
