Don't inspectors come after project is done to sign off. Sounds like the workers have full time job elsewhere and can only come on weekends. Did you check Sumter records to see what the property sold for and who the owners are. If there are no permits and there is a stop work order could you just call the sherif office and report it then you would be helping to fix a wrong
