Assuming the information in the letters is correct, it appears that the line dancing instructor (Jan) was touched first and then she responding with a punch. It seems both are actually guilty of assault. Why wasn't the woman who touched first given a summons?

I still think what went wrong is that the group just didn't sit it out until the family who was being difficult left. Or just moved to another square or to another part of that square. There are some issues that can't be solved with discussion, especially when alcohol is involved.
The huge error was the punch. No matter how much someone angers us, how justified we feel, we cannot lay our hands on them.
