Try doing a search on additions, expansions, etc. there have been several threads on this subject, mostly asking for recommendations on builders. This should also give you a list of people to contact about the pitfalls of such a project.
On a side note: Sumter County changed building code requirements. No idea what the impact would be on this type of project, but as a first step it would probably be a good idea to talk to ARC and then the building departments to see if your project is practical.
