Say something to the neighbor. If they're part-timers, take photos and mail them to the owner(s). If they're full-timers, knock on their door and chat them up about their yard. In the short time we've been here, we did it and now the part-time neighbors have hired a landscaper to restore their landscaping. If that doesn't work, contact the VCDD.
