People continue to show their ignorance on here by not understanding what the placard represents. Those that have them required a doctor to assess conditions and determine if their condition warrants a plate/placard. For those of you that believe your definition of handicap (must be a wheelchair, crutches, walker etc). is the law then I have empathy for you for not being informed. Next time you visit your doctor ask to see the form so you are informed on what is included. I do believe that there is some abuse, when the placard holder drives and drops someone off. They then park in a handicap spot and sit in the car until the person comes out of the store.....my favorite. The placard should never be used in your cart or in a car that has it's windows lowered or doors unlocked. Some of this would be reduced if the police monitored but the don't. It would also be helpful if the State provided stickers for golf carts.
