Why pay $6.4 million to avoid litigation that is capped under Maryland law at $400,000 unless there is some political motivation or unless Baltimore is just rolling in cash and needs to give it away?

The phrase "to the best of my knowledge", refers to the fact that nobody can know everything independently and has to rely on other sources

In your case I would say "Ignorance is bliss", but this is a complete misquote. What Thomas Gray wrote was "WHERE ignorance is bliss, 'tis folly to be wise", and wisdom has nothing to do with the utter nonsense you have been posting.

So instead, I'll leave you with a quote from the spokesperson of the Organians in Star Trek, TOS episode 26, "Errand of Mercy"----"The mere presence of beings like you is intensely painful to us", so for me, ending this post is like taking a potent narcotic analgesic. Good night and good riddance .
