If you search Google for 'suitcase wheel repair' or 'suitcase wheel parts' your should be able to find the parts you need. I would give you a hand completing the repair.
Having stated this, my experience with trying to repair wheels is either very good or very bad, it depends heavily on how the wheel broke, and how the wheels was originally mounted to the suit case.
