A couple definitions:
" a presumed moderate majority of the citizens who are too passive to make their views known"
" the majority of a country's citizens, regarded as not politically vocal, outspoken, or active."
But, if Nixon used it, then I guess liberals would consider the term NOT to be politically correct.
