Perhaps. But consider this---who is more dedicated to their "cause"---a jihadist or the average American voter. Even the president (to one degree or another considering our current White House resident) needs Congress to pass laws (or SCOTUS, as recent events have shown) A religious leader just issues decrees. (call them papal edicts or fatwas or whatever)
