I'm not 100% positive, but, I think the exec course scrambles are limited to residents only, but, as aln suggested, you could go to or call one of the courses and see if they get any last minute cancellations. Here are the courses they use for ladies scramble...men might be the same: Heron, Pimlico, DelaVista, Mira Mesa, Saddlebrook, and one of the far north (Walnut Grove???).
They run 3 shifts...745, 915, and 1045; you throw in 2 bucks for prize money and optional $1 to participate in closest to the pin hole....in addition to any guest or trail fees you might owe.
