Nandina Domestica is considered invasive, but I think we're talking water plants here like water lettuce or water hyacinth. There are many kinds in FL. It's a serious matter since it can adversely affect the health of the water body, fish, wildlife, etc. I hope they move quickly to eradicate before it spreads.
