It appears this is a suggestion to change how business is conducted in Washington. In any case it is a good example of what is broken in Washington. This practice could be fixed beginning tomorrow. So very simple. But because it would leave the professional politicians no way to hide their pet projects they will not change the way they do business.
Because they know their pet projects would not stand on their own, they do business as usual, thus contaminating what may well be good legislation.
A prime example why doing business as usual in Washington needs to be fixed. Electing another politician who knows how the system works will not get the job done. We have seen that in spades for the past 7 years. That should be enough to change the minset of the many American voters who were fooled!
