"Poor management is not a crime" but it certainly is the operational motto of our Federal Government. Poor management in the private sector has consequences, not necerssarily criminal, but certainly career altering or ending. But then again the private sector needs efficiency to function and budgets to operate within. The government exudes inefficiency and used printing presses as their budget.
